Compelling though the case for rapid democratic reform may be, the mechanisms of institutional change are notoriously slow — by design. Much as we may wish for swift transformation, democratic systems are intentionally resistant to sudden change. This is, simultaneously, their greatest strength and their most frequently criticised limitation.
Notwithstanding the recent erosion of trust in democratic institutions, surveys consistently show that most citizens in liberal democracies still prefer their system to any available alternative. For all its inefficiencies, the rule of law represents something genuinely worth defending — not because it is perfect, but because the alternatives are measurably worse.
Be that as it may, complacency is not an option. The threats to democratic governance today come not only from authoritarian states or foreign interference, but from within — from elected leaders who exploit legal loopholes to undermine the very institutions they were chosen to lead.
Important though the formal structures of democracy undoubtedly are, they are insufficient without an engaged citizenry. Admirable though the constitution of any democracy may be, it is only as strong as the collective will to defend it.
Notwithstanding the pessimism that characterises much contemporary political commentary, the historical record suggests grounds for cautious optimism. Democracies have faced crises before and, more often than not, have emerged with their core institutions strengthened rather than weakened. Much as the current moment may feel uniquely precarious, we should be careful not to confuse difficulty with inevitability.
